Energy, Mining, & Construction Industry Safety (EMCIS) Program Fee Rate Policy for MSHA Part 48 Training for Colorado School of Mines Students, Faculty, Staff, and Research Affiliates
The following policy stems from the increasing demand for MSHA New Miner training on the Mines campus by faculty, staff, students, and research affiliates. EMCIS has traditionally subsidized this training by waiving the registration costs for all Mines students and faculty. However, current financial constraints necessitate that a new policy be adopted to preserve the sustainability of this important program. In the interests of maintaining a safe work environment, all persons utilizing the Edgar Experimental Mine for research and emergency response/mine rescue training must receive approved New Underground Miner training prior to commencing any activity at the Edgar Mine. This training is at the discretion of the Mine Manager and can be conducted either by EMCIS or an approved commercial entity external to Mines.
Training Course Registration Rate
New Miner Surface & Underground: $725 per person
Annual Refresher: $225 per person
1) Mining Engineering Department Faculty & Students
All Mining Engineering Department faculty, staff, and full-time students engaged in activities at the Edgar Experimental Mine are allowed to register for New Miner training during regularly scheduled courses at no cost, assuming space availability. Paid participants will be given first preference for course enrollment.
2) Other Mines Faculty & Students Engaged in External Research
All faculty, staff, and students affiliated with Mines but not the Mining Engineering Department who are engaged in sponsored research activities at the Edgar Experimental Mine would be allowed to register for New Miner Training during regularly scheduled courses at 50% of the posted registration rate, assuming space availability. Participants who pay the full posted registration rate will be given preference for course enrollment.
3) Mines Faculty and Students Participating in Sanctioned Student Activities
Mines students and faculty/staff who are engaged in Mine Rescue and other sanctioned student activities at the Edgar Experimental Mine would be allowed to register for New Miner training during regularly scheduled courses at no cost, assuming space availability. Paid participants will be given preference for course enrollment. These students would also be encouraged to take MNGN 308.
4) Mines Faculty and Students Participating in Unsupported Research Activities
Mines faculty, staff, and students external to the Mining Engineering Department who are engaged in unsupported research activities at the Edgar Experimental Mine would be allowed to register for New Miner training during regularly scheduled courses at no cost, assuming space availability. Paid participants will be given preference for course enrollment.
5) Faculty, Staff, and Students Seeking MSHA Training for Activities Not at the Edgar Mine
Faculty, Staff, and Students seeking MSHA New Miner training for activities to be performed external to the Edgar Experimental Mine would be allowed to register for New Miner training during regularly scheduled courses at the posted registration rate. As paid participants, these individuals will be given preference for course enrollment.
6) Annual Refresher Training
All parties engaged in activities at the Edgar Mine are strongly encouraged to participate in Annual Refresher training. The cost of this training provided by the EMCIS Program will correspond to the categories outlined in parts 1-5 above. Since the Edgar Experimental Mine is not an MSHA-regulated commercial facility, all Annual Refresher training of individuals working at the Edgar Mine will receive a certificate of completion and not a federally approved MSHA 5000-23 form.
